My SRAM Eagle AXS Transmission Magic Wheel doesn’t seem to spin separately from the inner part by hand; is there something wrong with it?

No. The Magic Wheel (included on XX SL and XX models) features two parts that are designed to spin together unless something lodges in the inner part of the pulley wheel. At this point, the outer part of the pulley wheel will continue to spin, but you typically will not be able to turn them separately by hand.
